Which characters can become commander

As I understand it, any character should be able to become commander. But only a very select few can actually be commander it seems. For example Beast of Burden can be, Verore Brute can't, Death Worshipper can,  Candit can't (all are 1 Purity). So, what are the actual rules regarding this?
